An estimated one-third of official aid is now channeled through or directly to civil society in the South. There is a significant shift in the way donors are giving their support to civil society, including the pooling of donor support through national and regional intermediaries; multiple funding agencies and adoption of a variety of support models.

This policy brief looks at the factors constraining the productivity of smallholder farmers to achieve food security for poor households and communities, as a contribution to poverty eradication in southern Africa. The brief examines the characteristics of the region in terms of poverty, the state of food security in the region, and current factors that limit smallholder farmers' capacity to produce more food in a sustainable way.
